The Department of General Services is seeking feedback from IT professionals regarding their proposed post evaluation form required by Assembly Bill 971.
The DGS issued a broadcast bulletin in joint communication with the California Department of Technology on Dec. 9 calling for collaborative feedback on their initial draft for the mandated post evaluation form that must be completed following the fulfillment of certain IT service contracts.
AB 971, which was approved by the governor on Oct. 3, 2019, requires departments awarding IT contracts to “to conduct a postevaluation . . . for each contract for the acquisition of information technology services, as defined, totaling $500,000 or more.”
The bill also states that the DGS and CDT jointly gather feedback from IT stakeholders in order to “ensure that the use of any factors or metrics on the standard form or forms are appropriate to the nature of the information technology service or project type.”
The proposed one-page post evaluation form, as currently drafted, includes basic identifying questions as well as responses asking whether or not the contracted services were completed in the time frame specified by the contract, whether the work was completed within budget, and whether there were any factors outside the contractor’s control that caused difficulties in their performance.
The bill takes effect on Jan. 1, 2020, which has prompted the DGS to set a deadline for feedback to be submitted on Dec. 16 at 5 p.m.
